查看Jedi 0.15.1的设置要求，这应该可以在Python2.7版和更高版本上安装，不包括3.0.x到3.3.x：

python_requires='>=2.7, !=3.0.*, !=3.1.*, !=3.2.*, !=3.3.*'

我怀疑您实际上并没有在您假设的Python版本上运行pip。我刚刚尝试在我的机器上运行Python3.7.5，运行pip install jedi==0.15.1没有任何问题。
