原因:我在公司的防火墙后面，这导致Netbeans不允许下载所需的插件。

我的简单解决方案是连接到不同的网络并运行项目，它会自动开始下载所需的插件。我根本不需要更改任何文件或配置。

此外，我建议删除M2_HOME和MAVEN_HOME环境变量。参见MAVEN_HOME, MVN_HOME or M2_HOME。只需直接设置%PATH%即可。
