如何在热点地区分配网络速度？

我使用ubuntu 13.04，使用宽带isp.i使我的ubuntu个人电脑热点，并与我的两个朋友分享互联网。但问题是，当其中一个下载休息，我们两个没有任何速度。

有什么办法来平均分享速度吗？
