Ubuntu 18.04似乎与较新的硬件不兼容。(显然网络驱动程序是直接内置到内核中的，因此Ubuntu18.04没有最新的Intel驱动程序。)

从Ubuntu 18.04升级到Ubuntu 22.04 (Using a USB tethered smartphone to provide internet)解决了这个问题。
