在发布日期，ISO的是可用的。几天后，meta-release才会更新为19.04安装，这意味着它们无法检测到19.10的可用性。

是的，你可以使用‘-d’来强迫它，但是目前的系统允许在大多数用户升级之前检测到任何bug，由devs修复，并开始使用新发布的系统，更不用说扩展ISO下载的带宽和发布升级了。

通常，发布团队在发布后一到两周才启用升级通知，以确保一旦发布团队启用升级通知，就可以清除升级路由的bug，然后通知用户。在此之前，欢迎用户手动升级到新版本，但正如我所说，新的发布通知在发布后1-2周，有时会更快。
