我如何诊断这个scp暂时冻结的网络问题？

更新:切换到使用网络virtio驱动程序似乎已经修复它。

我试图通过scp将文件从虚拟机复制到远程主机。

经过大量的努力，我发现如果我使用一个Ubuntu云映像，scp命令会在这个状态中停留大约一分钟左右：

ubuntu@ubuntu:~$ scp -i foo.pem logo-60263262.mp4 ubuntu@target.example.com:.
logo-60263262.mp4                               0%    0     0.0KB/s   --:-- ETA

在突然完成转移之前：

ubuntu@ubuntu:~$ scp -i foo.pem logo-60263262.mp4 ubuntu@target.example.com:.
logo-60263262.mp4                             100%  645KB   6.9KB/s   01:33

注意上面的传送花了1分33秒。

而在Centos云映像上，传输时间为2秒：

[centos@localhost ~]$ scp -i foo.pem logo-60263262.mp4 ubuntu@target.example.com:.
logo-60263262.mp4                                                                                                                                                                  100%  645KB 322.3KB/s   00:02

我没有办法诊断这两个系统之间的不同之处，而这正是Ubuntu上的问题所在。

有人能建议我能做些什么吗？这是Centos 7和Ubuntu 19的最新版本，我也试用了Ubuntu 18
