我终于解决了。经过大量的测试和理论分析，我得出结论，这个问题与驱动程序或操作系统版本无关。它似乎只有一个特定的机器有问题。这指出了一个硬件问题。碰巧，我偶然读到了一篇关于ASMedia USB3设备与Kinect2的所有问题的文章。我的主板规格(华硕X99豪华II)显示，它使用ASMedia的USB3，但显然不适用于USB2。我把我的摄像头和显微镜切换到了USB2端口，从那以后就没有问题了。

尝试将网络摄像头直接连接到您的PC主板上的USB上--而不是通过USB扩展电缆或集线器。
在尝试不同的观众，甚至升级Ubuntu之后，我没有任何运气。我终于看到了上面的答案，并尝试了一个USB2而不是USB3，它成功了。然而，在我的例子中，这是巧合--当我移除我一直使用的延长线时，USB3也起了作用。
这听起来很愚蠢，因为摄像头的数量很大，而且看起来几乎可以正常工作，但我想摄像头里面有一条低质量的电缆或电路(或者它吸引了很多能量)，当USB试图传输大量数据时，它就开始挣扎了。
