我有两个策略，第一个应该返回许可，第二个应该返回拒绝，但是它总是返回拒绝请求。

还有几个问题需要解决：

在政策中，替换..。xmlns:xacml3="urn:oasis:names:tc:xacml:3.0:core:schema:wd-17“ ..。只需使用以下内容(使xacml成为默认名称空间，如请求中的名称空间)：xmlns="urn:oasis:names:tc:xacml:3.0:core:schema:wd-17“
将函数anyURI-equal替换为string-equal
将数据类型anyURI替换为string
删除AttributeValues周围不应该存在的所有尾随/前导换行符或空格(我怀疑您的XML编辑器搞砸了，请记住字符串与字符串相等，包括。新行和空格，这里没有空白区)
