所以我可以通过以下方法来解决这个问题：

1. 安装libcurl开发者版本： sudo yum install libcurl libcurl-devel

完成之后，我运行了包更新，现在它在安装中得到了进一步的改进--在这里Installing pg 0.20.0 with native extensions Gem::Ext::BuildError: ERROR: Failed to build gem native extension.失败了。

1. 运行sudo yum install postgresql-devel解决了PG0.20.0问题，我现在能够完成包更新，rails似乎又开始工作了。
2. 在这一切发生之后，Rails服务器在启动时出现了问题。这个命令使它再次工作：bin/rails db:migrate RAILS_ENV=development

从那以后，环境和rails似乎都恢复正常了。
