它搜索的地点是：

 C:\Users\ik_ro\Source\Repos\ProjectDotNetCoreTest\src\ProjectDotNetCoreTest\bin\Debug\netcoreapp1.1\win10-x64

但它必须是：

C:\Users\ik_ro\Source\Repos\ProjectDotNetCoreTest\src\ProjectDotNetCoreTest\bin\Debug\netcoreapp1.1\win10-x64

我复制并粘贴了所有内容，从win10-x64文件夹到netcoreapp1.1文件夹。解决了问题。
