Spring的DevTools中有一个DevTools，这意味着如果在之前的更改触发的重启仍在进行中时对应用程序进行更改，则上传更改的尝试将失败。我认为我们可能需要更新DevTools来重试上传尝试。

同时，唯一的“解决方案”是，每当您看到由于RemoteSpringApplication导致的故障时，停止并重新启动java.net.ConnectException: Connection refused。
