这个微软支持职位解决了我遇到的问题。FixIt能够重置损坏的注册表条目，并使一切恢复正常！

Windows 10 / Server 2012R2：

• 下载Windows7.1SDKISO映像
• 解拉链
• 运行Setup\MTPack\netfx_dtp.msi EXTUI=1

现在应该有一个包含4.0内容的%programfiles(x86)%\Reference Assemblies\Microsoft\Framework\.NETFramework\v4.0\文件夹。
