在从1.3升级到2.4之后，我刚刚经历了完全相同的错误。我还没有研究过它，但我认为新的配置是在2.4中添加的。在任何情况下，问题的发生都是因为webforms数据库的连接字符串位于forms.config中。在其中一个升级步骤中，该配置被“重命名”(由安装程序添加)为sitecore.forms.config，保留旧配置不变。新的默认配置显然没有正确的连接字符串，因此配置该配置并删除旧配置为我解决了问题。

尝试在Sitecore.Forms配置文件中使用数据库服务器的FQDN。这就是为我修正这个错误的原因。
