最后我解决了这个问题。我使用Oracle 6来执行。升级到Oracle 8后，安装过程将正确执行。

转到Help > Install new software...

添加以下网址：http://download.eclipse.org/tools/cdt/releases/8.4/并从那里安装CDT。目前市场中CDT的露娜存储库不能正常运行，因此采用手动的方法是可行的。
