windows中的`gem安装berkshelf`‘失败

我正在使用这个包在windows中使用chef。http://www.opscode.com/chef/install.msi

当我运行$ gem install berkshelf时，我得到了这个错误。如何纠正此错误？

$ ruby -v

在使用Git时，我在Windows上也发现了同样的问题，但是在使用命令窗口时，berkshelf已经安装好了。
