我认为问题在于你使用的厨师版本(10.14.2)和java食谱不匹配。

java_ark资源提供程序在食谱上的实现试图在下载Oracle时使用主厨remote_file资源的header方法。问题是，header方法仅在11.6.0主厨资源上实现(我阅读了Github上的主厨源代码)。
