我猜有一个操作系统升级，在某个时候，mysql相关的东西要么被删除，要么没有升级。

这在Ubuntu 16.04.4上起了作用：

gem uninstall mysql2
sudo apt-get install libmysqlclient-dev
gem install mysql2

您可能需要重新启动apache或任何给您错误的服务。

注意如果你这么做了

gem uninstall mysql2
gem install mysql2

您的系统应该告诉您需要安装什么才能安装mysql2 gem，在我的例子中，这就是上面的apt命令。
