这可能只是版本中的一个问题，因为heroku默认运行：

java: 8和jdk: 1.8

也许它的答案有点晚了，我遇到了和你一样的问题。但我把<java.version>17</java.version>改成了<java.version>1.8</java.version>。而且可以运行。如果有人有同样的问题，你可以试试这个。
