这是因为Juju希望以普通用户而不是root用户的身份使用juju命令。从/tmp/juju-store-lock*中删除本地文件并重试应该可以解决此问题。

顺便说一下，juju使用原始用户对锁文件执行try and chown the permissions操作，但这似乎并不总是完美的。
