这个链接已经过时了:不再有org-latex.el这样的东西了。同样的情况是，您根本不需要该链接所描述的内容。

要将org文件导出到latex (然后导出为PDF)，您需要做的就是

C-c C-e l o

默认情况下已加载LaTeX导出器。
