array_unshift($lines); // remove first array element
file_put_contents('saved.txt', implode(PHP_EOL, $lines));

1. 将文件读入数组，每个数组元素一行
2. 追加新行文本
3. 根据需要从数组开头删除任意多个行
4. 将数组作为文本转储回文件。
