当然，在两天让自己发疯之后，最终我只需要在程序集上签名。我的应用程序是用唯一的密钥签名的，因此我的本地化程序集也需要签名。仍然不能回答为什么它在我的机器上没有签名的问题，但不管怎样，它现在可以工作了！
