TFS Sharepoint网站创建失败

我已经创建了一个模板以用作团队项目门户模板。但是，当我尝试通过此模板使用portal创建项目时，我收到一条错误消息：

Module: WSS
Exception Message: TF249033: The site template is not available for the locale identifier (LCID). The site template name is: _GLOBAL_#0. The LCID is: 1033. (type TeamFoundationServerException)

服务器os上的语言是1033，WSS安装的语言是1033，TFS的语言也是1033。

这里出了什么问题。任何可能的解决方案的提示。

网络搜索的建议似乎是要么重新安装SharePoint，要么为您的安装安装SharePoint语言包。我可能会从后者开始。
